A CIP mystery that turned out to be a handoff nobody owned.

A healthcare system with 275+ facilities arrived convinced they had a CIP reconciliation and reporting issue. The real answer sat upstream and it was almost charmingly simple: nobody agreed on what "finished" meant, and no human being owned the handoff into the asset register. Five months later they had a centralized, controlled, audit-ready CIP framework — and that handoff had a name attached to it.
